Paypal Bill Pay allows paying utilities, insurance, phone bills and more directly from your Paypal account with all of the regular payment methods allowed by Paypal. Vendors found in the Paypal Bill Pay system will be paid via ACH bank payment.

Most insurance companies and utilities likely allow direct credit card payments, so this bill pay system might not be useful for most people since you can pay with a credit card, regardless.

For years Ive been paying a large monthly insurance bill with bank ACH payment since they dont allow card payments. This week, I added the bill to Paypal Bill Pay and sent a $1 payment with my saved credit card as the payment method. Two days later the payment is being reflected on my insurance company balance.

You can also pay credit card and mortgage bills with Paypal Bill Pay, but for those you can only use bank or Paypal balance as the payment method.

Potential uses of Paypal Bill Pay:

Bills such as insurances or utilities occasionally wont accept credit card payments. Or they may charge a fee for card payment or they wont accept AmEx cards or Visa gift cards. These might be payable with Paypal Bill Pay.

After being approved for services, you will receive a plastic card with a magnetic strip in the mail, which you can use to connect with your cash, and SNAP assistance. Your EBT card will arrive in a white envelope with an out of state address. If you are homeless or have no mailing address, your card will be sent to a post office near you marked for General Delivery.

Once you receive your EBT card you will need to contact the Horizon Helpdesk at the number listed below to activate your card and select a PIN. The Personal Identification Number protects your account from being used by someone else.

Choose a PIN that is not easily guessed. Keep your PIN secret and do not write it down on the card or card sleeve. Without the PIN, nobody else can use your card. Change your PIN often.

Retailers will not give cash change on an EBT purchase. The EBT card will not allow a person to receive cash from an Automated Teller Machine .

Food purchased with SNAP benefits is exempt from the state sales tax. However, sales tax is charged on the value of manufacturer’s coupons that might be used in the transaction, and the sales tax must be paid in cash.

At the checkout counter, tell the cashier beforehand that you will pay with your EBT Card. Depending on the store, you may need to separate the items.
